capitalisation of "the One".
This means that the person whom it refers is anyone but the one, the only one. Then, if Harry fails to vanquish the Dark Lord, no one will ever be able to do it for him.

it is not said the one who kill the Dark Lord but the one who actually VANQUISH him. To vanquish is more like eliminate rather than kill. So, Voldemort might not die...just be vanquished.
In the other hand, it is not sure that the Dark Lord will be vanquished, note that is is said "the power to", not that someone will kill the Dark Lord. It means there is someone who CAN.
We saw in the last books that Harry and Voldemort can fight against each other beacause of their wands, and if this doesn't occurs, i have no idea on how can Harry vanquish Lord Voldemort.

It doesn't say "Lord Voldemort" but "Dark Lord". What if Tom Riddle survives to Lord Voldemort? I mean, Harry might eliminate the Dark parts off Riddle...or maybe Lord Voldemort will kill himself somehow.
We learned in OotP about the "great and terrible power" that lies in the Department of Mysteries. It could be Love! with those references to Love, that Harry is full of it while Voldemort has nothing of it and underestimates his power. It is ancient magic!
